Buying privately in Chicago
The first question about a used car in Chicago is not mileage, it is salt. Illinois salts its roads for four or five months a year, and salt does its work underneath, where a clean paint job says nothing about it: brake and fuel lines, subframe mounts, rocker panels and the seams above the rear wheels. A car that has wintered here for ten years and a car of the same age and mileage trucked up from a dry state are two different vehicles wearing the same listing. We publish the title status the seller answered and the mileage they entered, and neither of those is a corrosion report, so a clean title in this market is worth less as evidence than it looks.
The metro is also much wider than the city. Fifty miles from the Loop is the default distance filter here, and it reaches Joliet, Aurora, Elgin and Waukegan, which are separate car markets that happen to share a set of expressways. A car advertised in Gurnee and a car advertised in Orland Park are the better part of two hours apart at five in the afternoon, and a buyer who leaves the distance filter alone will find that out on a Saturday. Every distance on this page is measured from the ZIP code the seller gave, never from their home address, which we do not publish and do not mark up.
Two local facts shape what sells here. Cook, DuPage, Lake, Will, Kane, McHenry, Grundy and Kendall counties are inside the Illinois EPA vehicle emissions program, so most gas cars from 1996 on are tested every two years once they are four model years old, and a car that has not passed can hold up a registration renewal. And titling is not a county matter in Illinois at all: it is done by the Secretary of State, with no notary on a standard private-party assignment. The offices covering this metro are below.

Two clocks, not one
Illinois gives a buyer 20 days from the day the car and the assigned title change hands to put the title in their own name (625 ILCS 5/3-112(b)). The tax return is a separate filing with a separate deadline of 30 days, at a different agency. The statute sets no late fee. A Chapter 3 violation with no other stated penalty is a petty offense on a first or second conviction under 625 ILCS 5/3-834.

The plates stay with the seller
Illinois registers plates to the person, not to the car, so a buyer arrives at the counter needing their own. That is the opposite of the rule most used-car articles are written around, and it is the thing buyers here are most often surprised by.

The tax is a flat amount, not a percentage
Illinois charges a flat dollar figure set by a published table: by the age of the car below fifteen thousand dollars, and by the price at or above it. Chicago and Cook County each add their own amount on top, so two buyers of the same car can owe different totals depending on the address on their title application. A bill of sale
Illinois does not require one and publishes no form for it. It is the price record behind the RUT-50 figure, and it is the document either side can point at afterwards. The Department of Revenue says attaching a copy may prevent later notices.

What we have not been able to confirm
- Whether a seller has a deadline for filing VSD 703. The form says to complete it as soon as the vehicle is sold and states no number, and none was found in the Vehicle Code. The 14 days quoted on non-government sites was not confirmed anywhere official.
- Whether anything can be filed with the Secretary of State's electronic registration and title system by a third party. There is no published interface.
- Form RUT-49, the Vehicle Transaction Affidavit, which Department of Revenue material describes as usable in place of a bill of sale. The form itself was not read.
- Any fixed dollar penalty for missing the 20 day title deadline. None was found in 3-112, 3-116, 3-821, 3-832 or 3-834, and nobody has confirmed the absence with the Secretary of State in writing.
